ด้วยสถานการณ์การแพร่ระบาดของเชื้อไวรัสโควิด 19 มีการแพร่ระบาดอย่างรุนแรงและแพร่ขยายเพิ่มมากขึ้น รัฐบาลจึงให้ทุกภาคส่วนหามาตรการป้องกันเพื่อยับยั้งการติดเชื้อไวรัสนี้อย่างเร่งด่วน

        มหาวิทยาลัยมหาจุฬาลงกรณราชวิทยาลัย (มจร)  ในฐานะหน่วยงานหนึ่งของรัฐ จึงออกประกาศมาตรการต่าง ๆ  เพื่อป้องกันและดำเนินการให้เป็นไปตามนโยบายของรัฐ มหาเถรสมาคม และ กระทรวงสาธารณสุข  พระเทพปวรเมธี รองอธิการบดีฝ่ายบริหาร มจร ในฐานะประธานศูนย์ควบคุมและป้องกันการแพร่ระบาดของเชื้อไวรัสโควิด (ศปค.19) มหาวิทยาลัยมหาจุฬาลงกรณราชวิทยาลัย ได้เปิดเผยว่า ทางศูนย์ ฯ ได้ออกมาตการ 5 มาตรการในการป้องกันและยับยั้งไวรัสโควิด – 19  ดังต่อไปนี้

      1. มาตรการด้านการปฏิบัติงานของบุคลากรของมหาวิทยาลัยให้บุคลากรของทุกส่วนงานสามารถปฏิบัติงานจากบ้าน (work from home) และจัดวาระการสลับวันเข้าปฏิบัติงานของบุคลากรที่มีความจำเป็นต้องปฏิบัติงานในสำนักงาน ลดความแออัดและป้องกันความเสี่ยงที่อาจเกิดขึ้นได้ รวมทั้งการประชุมสัมมนาโดยระบบออนไลน์ โดยได้สื่อสารให้ทุกส่วนงาน ทั้งส่วนกลางและส่วนภูมิภาค ปฏิบัติตามนโยบายและมาตรการให้เป็นไปในทิศทางเดียวกัน อีกทั้งกำชับให้บุคลากรของ มจร ต้องดูแลรักษาสุขภาพตนเองอย่างเข้มงวด

     2. มาตรการด้านการจัดการศึกษา มหาวิทยาลัยได้กำหนดให้จัดการเรียน การสอนและการสอบวัดผลประเมินผลแบบออนไลน์ทุกรายวิชาและทุกระดับชั้นของการจัดการศึกษา พร้อมกันนี้ยังมีมาตรการในการช่วยเหลือนิสิตในการปรับลดค่าธรรมเนียมการศึกษา มอบทุนการศึกษาและมาตรการช่วยเหลือด้านอื่นๆ เพื่อลดภาระของนิสิตในการดำรงชีวิต ส่วนการรับสมัครเข้าศึกษาและการจัดการเรียนการสอนเน้นระบบออนไลน์เช่นเดียวกัน สำหรับคณาจารย์ให้เตรียมการสอนออนไลน์อย่างเต็มรูปแบบ รองรับปัญหาการแพร่ระบาดของเชื้อไวรัสโควิดที่อาจยังคงอยู่ต่อไปอีกนาน

     3. มาตรการดูแลบุคลากรและนิสิตที่พักอยู่ในมหาวิทยาลัยมหาจุฬาลงกรณราชวิทยาลัย ซึ่งมีอยู่ประมาณ 400 รูป /คน ส่วนมากเป็นนิสิตจากต่างประเทศที่ไม่สามารถเดินทางกลับประเทศตนเองได้ มหาวิทยาลัยออกมาตรการกำกับดูแลอย่างเข้มข้น โดยไม่อนุญาตให้นิสิตออกนอกพื้นที่อย่างเด็ดขาด พร้อมทั้งจัดการด้านสุขอนามัย จัดเครื่องมือทางการแพทย์ เจลล้างมือ หน้ากากอนามัย ตรวจไข้และวัดอุณภูมิร่างกาย พ่นยาฆ่าเชื้อทุกพื้นที่และให้นิสิตเว้นระยะห่างกัน การฉันภัตตาหารใช้ภาชนะส่วนตน แยกกันนั่งฉัน นอกจากนี้ยังวางมาตรการป้องกันการเข้า-ออกทั้งบุคลากรและบุคลภายนอกอย่างเข้มงวด ตั้งแต่ทางเข้า-ออก ขึ้นและลงอาคารหอพักนิสิต

    4. มาตรการด้านการสื่อสารต่อสาธารณชน ในฐานะที่ มจร เป็นสถาบันอุดมศึกษาและเป็นมหาวิทยาลัยสงฆ์ จึงได้ดำเนินการสื่อสารแนวคิดยึดหลักธรรมทางพระพุทธศาสนา เพื่อให้พุทธศาสนิกชนได้นำไปปรับใช้ในการดำรงชีวิต ในทุกระบบการสื่อสาร โดยมีศูนย์ควบคุมและป้องการแพร่ระบาดของเชื้อไวรัสโควิด 19 ของมหาวิทยาลัย เป็นแกนกลางในนำหลักธรรมทางพระพุทธศาสนาออกเผยแผ่ทางสื่อสารมวลชนทุกแขนงตลอดเวลาตั้งแต่ต้นจนถึงปัจจุบัน

   5.มาตรการการบริหารจัดการภายในพื้นที่มหาวิทยาลัยมหาจุฬาลงกรณราชวิทยาลัย มหาวิทยาลัยได้จัดตั้งศูนย์ควบคุมและป้องกันการแพร่ระบาดของเชื้อไวรัสโควิด -19 (ศปค.19 ) ได้กำหนดมาตรการควบคุมและป้องกันการแพร่ระบาดของเชื้อไวรัสโควิด อย่างเข้มงวด ได้ดำเนินการจัดทำบิ๊กคลีนนิ่งและพ่นยาฆ่าเชื้อในบริเวณพื้นที่ทั้งหมด พร้อมกำหนดให้มีการคัดกรองบุคลากร นิสิต และบุคคลทั่วไปที่จะเข้าไปภายในบริเวณมหาวิทยาลัยต้องผ่านการวัดอุณภูมิร่างกายทุกคน และหากเป็นบุคคลภายนอกต้องมีการซักประวัติการเดินทางและบันทึกประวัติอย่างละเอียด หากมีอุณภมิร่างกายสูงผิดปกติจะไม่อนุญาตให้เข้าภายใน นโยบายและมาตรการนี้ให้วิทยาเขต วิทยาลัยสงฆ์ ห้องเรียนและหน่วยวิทยบริการทั่วประเทศนำไปปฏิบัติเป็นแนวทางเดียวกัน

     นี่คือมาตรการที่มหาวิทยาลัยมหาจุฬาลงกรณราชวิทยาลัย ดำเนินการในช่วงการแพร่ระบาดของไวรัสโควิต 19 ซึ่งก็ต้องดูต่อไปว่ามาตการเหล่านี้เอาอยู่หรือไม่ หากไม่อยู่ก็คงต้องเข้มงวดขึ้นเรื่อย ๆ

     ส่วนหลายฝ่ายสอบถามกันมากว่า เนื่องจากมหาวิทยาลัยมหาจุฬาลงกรณราชวิทยาลัยมี หอพักนิสิตนานาชาติ ที่มาพักอยู่จำนวนหลายร้อยรูป มีการดูแลอย่างไร ก็ต้องขอตอบว่า “มหาจุฬา ฯ จะต้องดูแลไปตามอัตภาพ แต่หากท่านใดอยากจะสมทบทุนเลี้ยงอาหารเช้า -เพลก็ติดต่อมาที่ มจร วังน้อยได้ จะมีโรงครัวและเจ้าหน้าที่ทำอาหารทุกวัน หรืออยากจะบริจาคข้าวสาร ผักก็สามารถทำได้..”   รองอธิการบดีฝ่ายบริหารในฐานะประธานศูนย์ควบคุมและป้องกันการแพร่ระบาดของเชื้อไวรัสโควิด -19  กล่าวทิ้งท้าย

      PENETRATING 5 ANT-COVID VIRUS MEASURES OF SANGHA UNIVERSITY WHETHER EFFECTIVE OR NOT

           With the severe spread of COVID-19 virus , the government, therefore urges all sectors to find the preventive measures to halt the virus infection urgently.

          Mahachulalongkornrajavidyalaya University  as one of the government agencies  has issued the notifications on various anti-COVID 19 measures in accordance with the policy of the government, Supreme Sangha Council, and Ministry of Public Health.   Phra Theppavaramethi, Vice-Rector for Administration as the President of the Center for Control and Prevention of COVID-19 Pandemic (CCCP.19)     of Mahachulalongkornrajavidyalaya University  exposed to the Buddh that the center has issued 5 anti-COVID-19 virus measures  to contain and curb COVID-19 as follows

1. Performance Measures of the university Personnel: The university has

permitted personnel to perform a work from home and set up an agenda for altenating work days for personnel who need to work in the office to reduce congestion and prevent possible risks including online conference by communicating the main and provincial campuses to comply with policy and measures in the same direction and also ures the university personnel to maintain their strict health care.

2. Educational Management Measures: The university has set up online teaching

and evaluation test for every course and every level of education. At the same time, there are measures to assist students in the reduction of tuition fees, scholarships, and other assistance measures to reduce the burden of students on living. As for the admissions and the teaching and learning, the emphasis is on the online system as well. For lecturers, it is necessary to provide full online teaching to support preventive measures of the spread of COVID-19 that may continue for a long time.

3. Care Measures of Personnel and Students Staying in the University:There

approximately 400 staff and students in the university, most of them are foreign students who are unable to return to their home countries.The university has issued strict supervision measures without strictly allowing students to go out of the university area as well as managing hygiene, providing medical equipment, hand sanitizers, sanitary masks, fever monitors and body temperature measurement, spraying disinfectants in all areas, urging students to strictly comply with a social distancing procedure, having food in their own utensils, and separately sitting and having. In addition, strict measures to prevent entry and exit of personnel and outsiders from the entrance and exit of the dormitory building.

4. Measures for Public Communication: As the university is a tertiary institution

and a monastic university,it,therefore communicates the Buddhadhamma so that Buddhists can apply them in their lives.In all communication systems, with the CCCP.19 of MCU as the center to disseminate the Buddhadhamma through all branches of mass communication all the time from the beginning to the present.

5.Administrative Measures of the University Area: The university has established

the Center for Control and Prevention of COVID-19 Virus Pandemic (CCCP.19) by stipulating strict control and prevention measures for the outbreak of the virus by proceeding with the preparation of a big cleaning and disinfecting spray in the entire area, as well as requiring screening of personnel, students and the general public to enter the campus, they must pass all body temperature measurements, and if it is an external person, travel history and detailed travel history must be recorded. If there is an abnormally high body temperature, it shall not be allowed inside. This policy and measure has been implemented by all    provincial campuses, colleges, extension rooms, and educational outreaches nationwide.

  “These are measures that the university has undertaken during the outbreak of the virus, which must continue to see if these measures are effective or not. If not, it must be tighter”, added he.

     “As for many have questioned that as the university has hundreds of international dormitory residences, how are they handled? It must be answered that the university must take care according to personal circumstances, but if anyone wants to donate the breakfast-lunch und, they can contact the university headquarter, Wang Noi, Ayutthaya, which will have a kitchen and cooking staff every day or if they would like to donate rice, vegetables and any other dry food, they can also do”, Vice-Rector for Administration and President of CCCP.19 of MCU lastly concluded.
